L'IOA (International OTEC/DOWA Association) est une association créée en 1990, dont le but initial était d'informer la communauté scientifique internationale des travaux effectués pour développer l'usage de l'eau de mer profonde (DOW - Deep Ocean Water). Cette technique était basée sur le procédé OTEC (Ocean thermal energy conversion) qui utilisait la différence de température entre l'eau froide profonde de l'océan et l'eau de surface pour produire de l'éléctricité. Voir la rubrique Énergie Thermique des Mers.

À l'époque, les principaux résultats obtenus (principalement aux USA, au Japon, en Inde et à Taiwan) indiquaient que l'utilisation de l'eau de mer profonde (Deep Ocean Water) pouvait être considérée comme une ressource renouvelable. Les applications incluaient non seulement la production d'électricité, mais aussi la climatisation, la nourriture...
De 1990 à 2002, cette association a publié régulièrement, pour la communauté scientifiques, des articles scientifique et techniques donnant l'état de l'avancement des travaux de par le monde.

Si cette technologie est maintenant utilisée pour la climatisation de bâtiments dans les régions tropicales, la production d'électricité n'a pas encore abouti en raison de difficultés technologiques. Toutefois, des travaux se poursuivent dans certains pays et un symposium international a lieu chaque année.

Michel Gauthier, membre pionnier du Club des Argonautes a participé activement à l'IOA. Grâce à lui, nous publions intégralement sur notre site les travaux et activités de cette association, qui à lépoque a publié un site internet maintenant fermé. On trouvera dans cette page tous les articles publiés par ordre chrnologique. La plupart font état d'études ou de réalisations technologiques, certains ont plus un caractère de gestion de l'association. Nous avons tenu à publier l'intégralité.
