The IOA Secretariat bids farewell to Dr. Kuo-Liang Karl Pan, who is leaving to become a vice president at Moh Associates. During the years that Dr, Pan has been associated with IOA, the Association has organized several planning meetings, published many volumes of this newsletter and most recently, contributed to the success of the first IOA international conference. A charter for IOA has been adopted and we are in the process of formal registration of the organization. Dr. Pan's contributions to all these activities are greatly appreciated and we wish him well in his new position.
In his place, we welcome Dr. Chung Sheng Wu. Dr. Wu specialized in coastal and ocean engineering. His responsibilities at the Secretariat office will include publication of the newsletter, and promote the OTEC/DOWA related activities.
